,
,yo .'"

.

Sec. 602(a) of Public Law 90-537 and the laws, compacts, and treaties

upon which Sec. 602(a) is based. The criteria of Title VI of the Colorado

River Basin assign first priority to two of these Upper Basin delivery

obligat ions.

Need for additional data on depletions

Upper Colorado River Basin

The responsibility of determining and administering water uses

in the Upper Colorado River Basin is assigned to the Upper Colorado River

Commission. The Colorado River Basin Act which we are considering today

also charges the Secretary with reporting on the estimated consumptive

.

uses in the Basin at five-year intervals after consultation with the Lower

Basin States and the Upper Colorado River Commission.

Additional data would be of value, especially for the accounting

of water uses among Upper Basin States. Continued surveillance and measure-

ment of acreages irrigated should be maintained since this one item accounts

for more than one-half of the use in the Upper Basin. More complete records

of total water diverted to irrigation would be helpful as well as additional

study and analysis of the amount of water consumed by irrigated areas.

Additional basic data on diversions and releases by municipalities

and by separate industries would also be useful.

Some added area measurements of stock-watering ponds are needed t and

present methods of estimating evaporation losses should be checked by a

. different method. fleasurements of diversions to adjacent basins need little

improvement.

3
