After <br /> <br />I <br />~ <br /> <br />receipt of comments on the proposed criteria, but not later than <br /> <br />July 1, 1970, the Secretary shall adopt appropriate criteria in <br /> <br />accordance with this section and publish the same in the Federal <br /> <br />Register. Beginning January 1, 1972, and yearly thereafter, the <br /> <br />Secretary shall transmit to the Congress and to the governors of the <br /> <br />Colorado River Basin States a report describing the actual operation <br /> <br />under the adopted criteria for the preceding compact water year and <br /> <br />I <br /> <br />l <br /> <br />the projected operation for the current year * * *." <br /> <br />In October 1968 field discussions were initiated by the Bureau of <br /> <br />. <br /> <br />Reclamation and within 60 days thereafter a small but effective task <br /> <br />force was established to carry the prime responsibilities for organ- <br /> <br />izing the criteria. Most of the presentations that you will hear <br /> <br />today will be by members of that task force. Representing the Chief <br /> <br />Engineer's Office in Denver on the task force and serving as its <br /> <br />Chairman is John R. Riter, better known as Randy; from the Bureau's <br /> <br />upper basin regional office in Salt Lake City, Leroy Holmes, <br /> <br />Regional Supervisor of Water and Land Operations; and from the <br /> <br />lower basin regional office at Boulder City, Nevada, Roy Gear, <br /> <br />Regional Supervisor of Water and Land Operations at that office. <br /> <br />In addition to the staff assistance that these men have had, Regional <br /> <br />Director David L.
