Failure of a bill to clear the <br /> <br /> <br />House Interior Committee in 1951 lead to the l3-year-long legal <br /> <br /> <br />action, Arizona v. California - the longest and most costly water <br /> <br /> <br />suit in history. A Supreme Court decision came in mid 1963 fol- <br /> <br /> <br />lowed by the Court's decree in March 1964, implementing its deci- <br /> <br /> <br />sion which opened the way for the legislative enactment. <br /> <br />The Colorado River Basin Act - Public Law 90-537 of September 30, <br /> <br /> <br />1968 - authorized the $832 million Central Arizona Project (CAP) <br /> <br /> <br />to pump water from Lake Havasu on the Colorado River and transport <br /> <br /> <br />it some 300 miles to the Phoenix-Tucson area of central Arizona. <br /> <br />The legislative requirements for the coordinated long-range operating <br /> <br /> <br />criteria for the Colorado River system was established by Section 602 <br /> <br /> <br />of Title VI of P.L. 90-537. This section states in part (a) that <br /> <br /> <br />" * * * the Secretary shall propose criteria for the coordinated <br /> <br /> <br />long-range operation of the reservoirs constructed and operated under <br /> <br /> <br />the authority of the COlorado River Storage Project Act, the Boulder <br /> <br /> <br />Canyon Project Act, and the Boulder Canyon Project Adjustment Act * * *." <br /> <br />Section 602(b). further direct that "Not later than January 1, 1970, <br /> <br /> <br />the criteria proposed in accordance with the foregoing subsection (a) <br /> <br /> <br />of this section shall be submitted to the governors of the seven <br /> <br />2 <br />
