It is not intended that the <br />long range operating criteria described herein will nullify this short- <br />term schedule. <br /> <br />With regard to power production, the House Report No. 1312 (April 24, <br />1968) on page 86 made the following significant statement: <br />"Also the production of power and energy is a relevant factor <br />that must be considered if the financial feasibility of Federal <br />developments in the Colorado River Basin is to be assured." <br /> <br />The plan is intended to be applicable during the period prior to the <br />availability of water augmentation facilities described in Section 202 <br />of Public Law 90-537. The rules are formulated on the basis of <br />presently available information on runoff of the Colorado River and <br />records of use. They will be reviewed periodically as additional <br />information becomes available and adjusted, as may be deemed appropriate <br />in the future. <br /> <br />Section 30l(b) of Public Law 90-537 provides: <br /> <br /> <br />"Article 11(B)(3) of the decree of the Supreme Court * * * <br /> <br /> <br />shall be so administered that in any year in which, * * * <br /> <br /> <br />there is insufficient mainstream Colorado River water avail- <br /> <br /> <br />able * * * to satisfy annual consumptive use of seven million <br /> <br />19 <br />
