The question is whether or <br /> <br /> <br />not the Lower Basin tributaries should be taken into account <br /> <br /> <br />in computing the amount of the surplus which, under the compact, <br /> <br /> <br />is to be used so far as possible for meeting the treaty require- <br /> <br /> <br />ments. * * * If * * * the investigations required by Title II <br /> <br /> <br />lead to the authorization and construction of ...orks which <br /> <br /> <br />augment the Colorado River ...ater supply by an amount ...hich is <br /> <br /> <br />sufficient to meet the deficiencies created by the Mexican <br /> <br /> <br />Treaty burden.
