The Commissioner can issue cease <br /> <br />and desist orders where water is appropriated without a permit <br /> <br />or wasted without being put to beneficial use. In addition, depart- <br /> <br /> <br />mental policy requires large water users to install meters and <br /> <br />periodically submit water use records. Guidelines have also been <br /> <br />established with respect to what constitutes excessive use for <br /> <br /> <br />various categories: <br /> <br />Arizona <br /> <br />Ground water is the most important source of supply in Arizona. <br /> <br />On June .12, 1980, Governor Bruce Babbitt signed into law the Arizona <br /> <br /> <br />Groundwater Management Act. This act, the product of two and <br /> <br />one-half years of work by the Arizona Groundwater Management Study <br /> <br />Commission, is the first compreqensive groundwater management <br /> <br />code in the state's history. It is unique in its ambitious approach <br /> <br />to groundwater management, and is a prominent example of the State's <br /> <br />commitment to water conservation. <br /> <br />The 1980 Groundwater Management Act established the Arizona <br /> <br /> <br />Department of Water Resources and made its predecessor, the Arizona <br /> <br />Water Commission, an advisory board to the new director. The <br /> <br />Department has jurisdiction over groundwater and surface water <br /> <br />rights and water management. An application to appropriate water <br /> <br />in Arizona is contingent upon beneficial use and can be conditioned <br /> <br />in the public interest.
