<br />support of all legislation, planning efforts, inns-
<br />tigatiollS, conferences allll negotiations that may
<br />help lead to the enntual aug-mentation of the
<br />Colorado River. The Board's efforts to pas... leg-
<br />islation fa,'orahle to augmentation of the river
<br />arc dcscribed in the section on F eder:11 Lq.risla-
<br />tion, :lnd its other augmentation :1ctivities are
<br />described in the fo!lo;,'ing paragraphs. subdi-
<br />vided hy reference to major groups, activities,
<br />and functions that arc oriented towards regional
<br />water plallnin~.

<br />The Council, composed of the states of Ari-

<br />cooperation :lmong the western states in plan-
<br />ning for development of their water resources.

<br />Reagan appointed Theodore J. George, ;'larys-
<br />,'ille Civil Engineer. to replace .'Ir. Rummonds.

<br />ning BrJllch of the [)ep;lrtment of '" ater Re-
<br />sources and the Chief Engineer of the Colorado

<br />River Board sen"ed as technical ad,.isors to the
<br />California delegation.
<br />The Council meets quarterly and the three
<br />standing committees, Execurin'. 'Yater Policy
<br />:1I1d Legislativc, and "':1ter Resources meet as
<br />necessar~.. The Council unanimously passed
<br />resolurions concerning changes in the 160-acre
<br />limitation on Feder:ll projects and recommend-
<br />ing that the sutes he given :1 greater ,'oice in
<br />selection of wild ami scenic rivers within thcir
<br />houndaries. The COUlKil also rook a stand op-
<br />posing the Secrct:lQ' of the Imerior's rigid anti-
<br />degr:Hbtion policy on w;1ter qlulity,
<br />The Exccutive Director of the Council re-
<br />ported on thc inter-regional water proposals that
<br />have been de,-eloped during the past 15 years,
<br />cOHring the principal aspects of each propos::lI
<br />without eV:1luating any of the proposals. His
<br />report indicHcd in general the many short-
<br />comings of these proposals, such as in:1dequ:1te
<br />attention to water demands. water supplies, eco-
<br />nomics, politic:ll and instirutitll1al constraints ':md
<br />indicated that m:my of these propos:\ls were little
<br />more than "lines upon a map."
