Under <br />this Act. etfectin September 14, 1968, the <br />Board was plo1<.'ed within the Resources Agency. <br /> <br />California Senate Bill on Agency <br />Public Records <br /> <br />On .\brch 5, 1968, Senate Bill i\'o. 516 was <br />introduced by Senator .\tarks to repeal Section <br />1251..J..5 and to amend Section 12516 of the <br />\Vater Code, to require meetings of the Colo- <br />rado Rinr Board to be open to the public and <br />ro re{]uire th;tt all information and records of <br />the Board he open to inspection by the public <br />during regular office hours, On April 3. 1968. <br />the Board adopted a resolution in opposition to <br />the enactment of S.B. 5 I 6. <br />Thl' Chief Engineer Illet with the author of <br />the hill and others. with a view toward denl- <br />oping amendatory language tn S.B. 516 which <br />would peonit the Board to hold executive ses- <br />sions and to maintain confidcntialit~. with regard <br />tu ceft;Iin records and information. General Gindler drafted <br />pr~lp~scd bnguage to the bill which met these <br />Crltena. <br />Following fanlrable action by the Legisla- <br />ture S.B. 516. as amended. was signed bv the <br />Gonrnor on August 8. 1968. The tlill as passed <br />had the full support of the Board. <br />
