Its basic mission was regulatory water storage, but it also was <br />to provide flood protection downstream for the Phoenix metropolitan area. <br /> <br />The U.s. Department of the Interior eliminated Orme Dam mainly because its reservoir <br />had the potential for flooding up to two-thirds of the Fort McDowell Indian Reservation, To <br />find a suitable Orme Dam alternative, a study was started by the Bureau of Reclamation. <br />While this was in progress, the Bureau determined that dams operated by the Salt River <br />Project on the Salt and Verde rivers were unsafe, The two studies were joined and produced <br />what is known as Plan Six. <br /> <br />Main features of Plan Six affecting the CAP included construction of two dams, New <br />Waddell and Cliff Dam on the Verde River, modifying Stewart Mountain Dam, and enlarging <br />Roosevelt Dam on the Salt River.
