<br />llUUo\j:j <br /> <br />29 <br /> <br /> <br />WATER DEMAND ESTIMATES AND PROJECTIONS <br /> <br />This section of the methodology report focuses on population <br />estimates and projections for Kansas and for each county and <br />ri ver basin of the state for the 56-year planning period from <br />1984 to 20400 Also, the methodology used for estimating and <br />projecting water demand for public, industry, mining, electric <br />power generation, livestock and irrigation water use are <br />documented 0 The Municipal and Industrial Water Demand Section of <br />the "1987 Kansas Water Supply and Demand Report" includes the <br />pUblic, industry, mining and electric power generation <br />categories; whereas the Agricultural Water Demand Section <br />includes the livestock and irrigation categories 0 <br /> <br />Population <br /> <br />The 1984 population estimates by county were provided by the UoSo <br />Bureau of the Census, Current Population Reports, P-26, Noo 84- <br />52-c, March, 19850 County and state population projections for <br />years 2000, 2020 and 2040 were developed by the Southwestern <br />Division Corps of Engineers, with assistance from the Tulsa <br />District Corps of Engineers and the Kansas Water Officeo <br /> <br />State Population Projections <br /> <br />Table 7 provides a comparison of three sets of alternative <br />population projections for the state of Kansas, for the period <br />from 1990 to 2040. The first set is the 1980 OBERS Series "E" <br />Projectionso OBERS projections originated in 1964 under a <br />cooperative agreement between the Office of Business Economics <br />(now the Bureau of Economic Analysis) and the Water Resources <br />Council. OBERS projections have been used extensively by the <br />corps of Engineers since the enactment of the 1965 Water <br />Resources Planning Acto The second series was developed by the <br />Bureau of the Censuso It provided population projections for the <br />years 1990 and 2000 (Series P-25, Noo 937, dated July 1985), and <br />these projections were extrapolated to 2040 by the Southwestern <br />Division Corps of Engineers using the OBERS projected growth <br />rateso The third set of populations projections is based on a <br />Southwestern Division Corps of Engineers.linear regression of <br />historical total state population 0 Considering the closeness of <br />the Southwestern Division Corps of Engineers projection to OBERS, <br />it was determined that there was no reason to deviate from using <br />OBERS as the control total for the stateo <br />
