Technical areas <br />usually include: hydrology, hydraulics, geotechnical sciences, coas1al p.11gln"<<iDg, and structural engineering . <br />and design including engineering management and cost engineering. <br /> <br />Real Estate: Responsible for acquiring, managing and disposing of lands and facilities needed for <br />water resource projec1s. <br /> <br />Construction: Responsible for supervisil1g and Inspecting construction of water resources projecls <br />by construction contractors. <br /> <br />Operations: Responsible for Inspecting, operating, and mainlaining completed water resource <br />projec1s and facilities where responsibility is retained by the Corps. Such projec1s include major reservoirs, <br />harbors, and inland waterways. The Operations staff also usually manages the Section 10 and Section 404 <br />permils programs, and the natural disaster and nadonal security emergency programs. <br /> <br />In addition to 1bese primary functions, other support elemenls in each office are: Counsel, Resource <br />Management, Public Affairs, Human Resources, Safety, Logistics Management, Security, Contracting, <br />Information Management, and Equal Employment Opportunity. <br /> <br />The Corps mainlains a major research program at five research and development laboratories and <br />. centers: Waterways Experiment Slation, Construction R11gln...eringResearch Laboratory, Engil1P.P.r <br />Topographic Laboratories, Cold Regions Research and F..ngin...ering Laboratory, and the Water Resources <br />Support Center. <br /> <br />ORGANIZATIONAL CHARACTERISTICS <br /> <br />The Cmps' organization and composition results in cedain characteristics which should be recognized: <br /> <br />As an agency of the Executive Branch of the Federal Government, the CoJPS reflec1s the polictes of <br />the current administration in the way it conducts business. Such policies may change with changes in <br />.adIilinistrations. <br /> <br />While largely composed of civillilns, the Corps is a part of U.S. Army and the military leadership <br />operates through a strong chain of commontl that links the Headquarters, regional Divisions, and local <br />Districls. This approach permils quick responses in emergency situations and relatively.rapid changes in <br />programs. <br /> <br />The mililary orienlation is complemented by a belief in decentra1ization whenever possible. This <br />increases local aulbority and provides flexibility at the local level. It also results in some variations in the way <br />things are done from office to office within the Corps. <br /> <br />5 <br />
