The Divisions <br />are the regional Corps office responsible for the supervision and management of regional Corps programs. <br />They serve as the, regional Corps interface with other regional agencies and organizations. Division Engineers, <br />who are uniformed inilitary officers, testify to the Congress regarding the Slatusof their\VQrk.___ _ _ <br /> <br />i.@: <br />I>,"'F- <br />~ <br /> <br />..- -.---.------.. ..------- <br /> <br />The 36 Districts are lead by District Engineers. The Districts are the local Corps offices responsible <br />for conducting and completing their assigned Civil Works studies, projects, and programs. They are <br />accountable, and must report periodically, to Divisions on the progress and problems encountered in their <br />work. <br /> <br />The Dislricts are the foundation of the Corps' Civil Works Program. District professionals manage <br />water resources developments over a project's life cycle; they conduct planning studies, perform project <br />design, oversee the building of projects by construction contractors, and manage completed Corps facilities. <br />They write reports, prepare drawings, estimate costs and schedules, negotiate agreements, and perform all <br />of the day-to-day 1asks necu'1.-y to get the job done. Districts are also responsible for issuing Section 10 and <br />Section 404 permits for dredging or other construction in the Nation's waters, providing responses to natural <br />dis3s1ers and national security emergencies, and mainlaining real estate activities related to both Civil Works <br />and Army programs. They are the Corps' face to the Nation, working closely with sponsors and other project <br />partners, Federal, State, Tribal, and local governmental agencies, businesses, interest groups, homeowners, <br />and all other members of the public. . <br /> <br />\1,; <br /> <br />- ~.' ~ .,. ....- '- <br /> <br />OFFICE RESPONSmILITJES <br /> <br />The . Headquarters, Division, and District offices are generally organized in the same way. The <br />primary Civil Works functions typically found in each office include: - <br /> <br />Progrllllis Management: Responsible for the organization's total program, including project cost <br />estimates and schedules, and development and execution of the budget. The Project Manager, who is a project <br />sponsor's point of contact with the Corps, usually works in this office at the District. The -Project Manager <br />is responsible for managing DOt only internal project work within the Corps but also oversight of project <br />contractors and coordination with all outside interests. <br /> <br />PlannIng: Responsible for conducting l'CC(\IUIlIi"""nce and feasibility studies, preparation of reports <br />to Congress for water resources projects, and the Continuing Authorities Program.
