the river road from Earp to Parker Dam through the reservation,
The District paid taxes for the fiscal year 1945-46 of $7,480,13 on
its property located in Cla,'k County, Nevada, and a total of $11,-
896.62 in Los Angeles. Orange, Riverside and San Bernardino
Counties on assessable properties located outside the boundaries
of the Metropolitan Water District.
Following the death of the right of way and claims agent on
March 31, 1946, the operation of the citrus and walnut groves at
the softening and filtration plant property was transferred to the
chief operation and maintenance engineer, and the handling of
claims to the general counsel, leaving to the right of way agent
all matters that pertain to right of way and land, including office
records and maps, purchases, sales, leases, rentals, and taxes.

Persollnel

The District employment office was operated in conjunction with
the information service, During the year there were filed with
the District 339 applications for cla8Sified positions. The total
number of classified positions filled was 325. Of these, 244 posi-
tions were filled by transfers from other classified positions and
five by transfers from unclassified positions, Of the total number
of classified positions filled, ] 9 were temporary and 57 were new
employments, Employment applicants interviewed numbered 1137.
The District maintained its poi icy of employing bona fide residents
of its constituent areas to fill vacant positions in the organization
in so far as such residents were available, Former employees seek-
ing work in other fields continued to call upon the District employ-
ment office for references and credentials, and thi~ service l\'aS
given to -the 'fulle'sCflossil51e'extent'by 'the 'District,
At the end of the fiscal year, out of the 27 District employees
who had been granted military leaves of absence, 17 had returned
to the District organization.

Identification cards a.nd aquf!duct closed a-rca. passes

Aqueduct pumping plants, reservoirs and other vulnerable aque-
duct structures were maintained throughout the year as closed
areas. Admission to these structun~g and areas was granted to
employees in line of <lilt 0', and to visitors supplied with passes by
the general manager and chief engineer. During the latter part
of the )'ear this regulation was modified to the extent that visitors
