Legal <br />advice and llssistance were furnished to the Board of Di- <br />rectors and to the officers and employees respecting all phases of <br />District operations, The following matters of direct legal signifi- <br />cancC are of interest, <br /> <br />The Orrl!l"ic law <br />There were no changes during the year in the statutory pro- <br />visions under which the District is incorporated. (The text of <br />the Metropolitan Water District Act is set out in the Seventh <br />Annual Report, commencing at page 70.) However, as noted below, <br />Section 6,1 relating to claims, and Section 9,] relating to annexa- <br />tion, as enacted at the 1945 Session of the California State Legis- <br />lature (Stats, 1945, Chapter 1084, page 2089, effective September <br />15, ]945), were invoked during this period, <br /> <br />A'll.-nexalion <br />Separate petitions were filed with the Secretary of Coastal ]'.I u- <br />nicipal Water District, seeking annexation to that district of the <br />unincorporated area in the vicinity of Costa Mesa known as Fair- <br />view Farms, the corporate area of the City of Brea, and the corpo- <br />_ rate area of th<>- City of- Newport Beach,- with the- exception 'of <br />those portions includcd within Coastal Municipal Water District <br />at the time of its incorporation in HJ41 and recently annexed to <br />the City of Newport Beach, Upon presentation to the Board of <br />Directors of Coastal Municipal Water District of these petitions, <br />certified by the Secretary to be sutl1cient, that Board, pursuant to <br />the provisions of Section 9.1 of the Metropolitan Water District <br />Act, requested the Board of Directors of the Metropolitan Water <br />District to advise whether it would consent to such annexations, <br />and if so, upon what terms and conditions, Action was taken, <br />granting such consent and fixing the terms and conditions with <br />respect to each of the three proposed annexations.
