IT A N \VI T E R D 1ST R I C l'

operating year ending May 31, 1946, a portion of the energy resold
was delivered to the Reconstruction Finance Corporation for the
Basic Magnesium project near Las Vegas, Nevada, and to facilitate
this delivery generator N7 and its transformer bank were leased
to the Edison Company, The Reconstruction Finance Corpora-
tion paid for energy so furnished at the rate for firm energy plus
a demand charge of 50 cents per kilowatt per month, a part of
which covered generation charges, The Edison Company and tbe
California Electric Power Company are granted the right to have
energy generated on Sections G2 and T2 of the power plant, for-
merly assigned to the exdusiv" service of the District.
The 1945 Collateral Contract, signed by the City of Los Angeles,
the Southern California Edison Company, the California Electric
Power Company. and the District fixes the conditions under which
units N5, N6, and N7 may be used for the service of the several
parties and the payments to be made for such use. The District
continues to be responsible to the Government for the charges on
Sections G2 and T2, but receives as credit against such charges a
portion of the demand charges paid by Reconstruction Finance
Corporation, The District's net generating costs are allocated to
the Edison Company and District in proportion to the kilowatt.
hours generated for each, the anllual amount of Edison energy
being considered to be at least 75 per cent of the amount of the
District's unused energy agreed to be taken by the company during
the year, The Edison Company pays the District in cash for its
share of the net generating costs.
The District retains the right to use as much of its allotment
of Boulder energy as it requires, but the 1945 Collateral Contract
includes a provision for the payment of at least one mill per kilo-
watthour more than the firm rate for all energy used by the Dis-
trict, in any year after 1950, in excess of its average use during
the preceding five years plus 150 million kilowatthours. It is
expected that the District seldom if ever will be required to pay
the surcharge for such excess energy.
The 1945 Collateral Contract provides that the District shall
take over the use and benefit of units :1 and 4 of the Parker power
plant, now leased to the United States, as soon as the District's
share of the cost of that plant has been completely amortized by
_____0-_1_ _..__1:"-__1 l'_._ -I-l~_ ..~_ _.t" .j.L.__~ "-..._ ....:.._.
