<br />1061 <br /> <br />in July when headgate requirements are highest, and 3,640 ac-ft more than ave- <br />rage July requirements. <br /> <br />From the foregoing it is believed that the following facts are evident: <br /> <br />1. The 1867 decree for 13.4 cfs for the Oxford Farmers Ditch <br />for all practical purposes is available continuously, but <br />is completely inadequate to irrigate the 6,000 acres of land <br />served by the ditch. <br /> <br />2. The 1887 decree for ll6 cfs, although normally available <br />only 10% of the time, provides more water than can be put <br />to beneficial use when it is available. <br /> <br />3. For optimum crop production a better regulated supply is <br />needed in most years, and an augmented supply is needed <br />in nearly all years. <br /> <br />4. In the past supplies have been both regulated and augmented <br />by the use of company-owned and privately-owned wells. <br /> <br />For many years the shareholders under the ditch have grown satis- <br />factory crops with no major problems except in extremely critical years. They <br />have used surface supplies to the extent available under rights held by the <br />Company and ground water from wells when needed to supplement the surface sup- <br />plies. However, the wells have been operated illegally since they have not <br />yet been included in the priority system and thus have no recognized legal <br />water rights. <br /> <br />- 21 - <br />
