In those instances, the Federal <br />Agency develops a sta1istical formula to predict the most probable distribution of its <br />funds. These formulas or methods are described below and identified by a code number <br />that is prinfed in each outlay entry where applicable. The absence of 0 code number <br />after 0 program title indicates that the oullay is accurale at all levels geographically. <br />Where a proration or allocation method has been used to determine outlays at the city <br />level only, one may assume tho I the stated outlays ore accurate at the stale and county <br />levels. Correspondingly, where a proration or allocation method was used to determine <br />outlays at county and cily levels, the stated outlays at the state level may be regorded <br />os accurale. <br /> <br />CODE No. <br /> <br />Identification, Proration, and Allocation Method <br /> <br />1. To obtain city estimates, lhe county figures ore prorated on the basis of <br />the portion of the population in the city relative to the county population. <br />2. Prorated to county level bosed on a previous year's survey of consumers <br />and subscribers by county. <br />3. Allocated equally to counties wit'hin each re-development district <br />located in 13 Appalachian slates. <br />4. Outlays are allocoted or identified to lhe locotion of the State Agency <br />receiving the money. <br />5. Outlays ore allocated or identified to the location of the Prime con- <br />tractor's main office. <br />6, Outlays ore allocated or identified to the lo(ation of the purchasing <br />office. <br />7. Outlays ore allocated or identified to the location of Ihe duty slation <br />where the costs ore incurred. In distribuling these cosls to counties or <br />cities, total cosls at the lowesl orgonizalional level of the cost accounting <br />system (Ire determined. These costs ore fhen prorated 10 counties or cities <br />based upon the number of operating units in each of the counties or <br />cities. State office costs ore charged 10 lhe county and cily in w'hICh Ihe <br />office is located. <br />8. State totals ore based on average monthly annuities applied 10 1'he <br />national figure. Proration to counties and cities is based on population. <br />9. Actual payroll costs ore distributed to the given county and city levels <br />(these actual figures represent 85 percent of total outlays), and other <br />obligations (15 percent of toral outlays) ore prorated in Ihe some propor- <br />tion os payroll 10 county and city levels. <br />10.
