<br />,. <br /> <br />10Gg,llr. Avery A. Batson-ll/26/48 <br /> <br />We note your conservation and watershed management statement in paragraph <br />109 at page 2S. It is good, but can probably be made just a little more <br />comprehensive. We suggest a statement about as follows: <br /> <br />"National Forests <br /> <br />"Practically all of the system of collection conduits and tunnels and <br />much of the other structural work, including canals, reservoirs, <br />power plants, transmission lines, roads, etc. will be on withdrawn <br />lands within the boundaries of National Forests. There are various <br />existing authorized uses on these and adjacent lands. Accordingly, <br />it will be in the public interest to have careful advance correlation <br />between the Bureau of Reclamation and the Forest Service. Also the <br />amount of public money to be invested in this project requires that <br />the best possible watershed management be applied on the related <br />drainage areas so as to afford maximum beneficial influence on <br />modification of peaks of flood flow, soil stabilization at flood <br />sources which also means reduction of sedimentation and better <br />quality - lOC>re nearly silt free - water. Maintenance of these <br />lands in proper condition affords a measure of protection for the <br />investment in structural works and will influence the useful life of <br />the project." <br /> <br />The Forest Service is pressing for correct watershed treatment on all National <br />Forests, but will give special attention to areas which relate to projccts <br />such as this. \'Ie assure you of a fully cooperative s].1irit in working out <br />problems as they arise according to public interests as well as your interests <br />and ours. <br /> <br />Very truly yours, <br />JOHN W.
