Batson: <br /> <br />Further reference is made to your letter of Sept~mber 2 and the pr~limi,,2..'"',j' <br />draft of your report on the Gunnison-Arkansas TranSlIDuntain Diversion Project. <br />We have reviewed the report and are impressed qy the comprehensive character <br />of the proposed project. <br /> <br />If and when this immense project receives Congressional approval and appro- <br />priations are made for construction, there \vill be need for a Ereat deal of <br />adjustment and correlation between the Bureau of Reclamation and the Forest <br />Service. Much of the structural work, including canals, tunnels, reservoirs, <br />transmission lines, etc., vnll be on withdravm land \vithin the exterior <br />boundaries of National Forests. Many of the various uses already authorized <br />on those and adjacent lands vnll require adjustment. ~e will be particularly <br />interested within the National Forests in such matters as replacement of ad- <br />ministrative facilities necessarily displaced by construction activities, de- <br />velopment of new recreational opportunities, mainten~~ce as fully as possible <br />of the fish resources, protection of natural channels from erosive d~~age by <br />discharges from Cfu,als, tu~~els and conduits, and disposition of waste material <br />from excavations so as to avoid erosion and sedimentation damages. <br /> <br />Obviously the best time for correlation is in the early planning star,es. <br />Accordingly, when the project receives Congressional approval, we will wish <br />to consult with you about spocific action plans that raIl affect National <br />Forest lands or uses or interests. We believe that prRctically all matters <br />of correlation, except possibly broad poli~ items, CRn be handled maso ad- <br />vantageously here, on the Regional level, betTIecn your office and ours. That <br />vnll be oreferablc to us, if it is ar,reeable ,'nth you. <br />
