Batson
Director, ReEion 7
Bureau of Reclamation
31c. Ne,; Custom House
Denv~r 2, Color2do

De~r Lr. Batson:

Further reference is made to your letter of Sept~mber 2 and the pr~limi,,2..'"',j'
draft of your report on the Gunnison-Arkansas TranSlIDuntain Diversion Project.
We have reviewed the report and are impressed qy the comprehensive character
of the proposed project.

If and when this immense project receives Congressional approval and appro-
priations are made for construction, there \vill be need for a Ereat deal of
adjustment and correlation between the Bureau of Reclamation and the Forest
Service. Much of the structural work, including canals, tunnels, reservoirs,
transmission lines, etc., vnll be on withdravm land \vithin the exterior
boundaries of National Forests. Many of the various uses already authorized
on those and adjacent lands vnll require adjustment. ~e will be particularly
interested within the National Forests in such matters as replacement of ad-
ministrative facilities necessarily displaced by construction activities, de-
velopment of new recreational opportunities, mainten~~ce as fully as possible
of the fish resources, protection of natural channels from erosive d~~age by
discharges from Cfu,als, tu~~els and conduits, and disposition of waste material
from excavations so as to avoid erosion and sedimentation damages.

Obviously the best time for correlation is in the early planning star,es.
Accordingly, when the project receives Congressional approval, we will wish
to consult with you about spocific action plans that raIl affect National
Forest lands or uses or interests. We believe that prRctically all matters
of correlation, except possibly broad poli~ items, CRn be handled maso ad-
vantageously here, on the Regional level, betTIecn your office and ours. That
vnll be oreferablc to us, if it is ar,reeable ,'nth you.
