Since the first phase is
planned as a self-sufficient unit and is independent of further con-
struction, we feel that this portion of the potential development can
be treated as a separate analysis and is extracted accordingly from
our over-ill study.

It is our understanding that the proposed Initial Development
as no" planned includes the follOWing major project fcature~:

l. A collection system on the west slope involving the
construction of some 20 miles of conduits and tunnels in the
Upper Fryinepan River a~d Hunter Creek watersheds of the
Colorado River Basin for diversion of 60,000 acre-feet of
water annually.

2. A diversion tunnel approximately 6 miles long of
800 second-feet capacity through the Continental Divide.

3. On the east slope a system for storing, distributing,
and regulating the flow of diverted waters through po~er
canals, diversion canals, and reservoir enlargements at
Turquois (Sugarloaf) and ~tin Lakes. Existing Clep~ Creek
Reservoir would be utilized as an afterbay for a proposed
power plant, and a new reservoir would be created at Pueblo
