Its main value, from a fish and rQld-
life standpoint, is that it would be large enough to permit extensive
manipulation of flows above without loss of much water to irrigation.
Pueblo Reoervoir may thus indir8ctly help to mitiGate losses which would
othcrrdse occur to better habitat areas upstream.

Our viens and opinions as set forth auovo ffi'e not intend80 to
present d8fi~ite recommenGations, but rather to bring c~t the most irr~
porta,t aspects of th8 project insofar as fish and ~ildlife reso~rces are
concerned and s~ggestio~s as to Y!~VS in l!hich those rC201.lrcs::s !:la~/ be Pl'Q-
tected. In our report now bein::; prepared, y;e shall make c',eF,! effort to
correlate fish and '::ildlife needs ,.,ith other aspects of the project. ';Ie
feel that Colorado's recreational resources, co~lete ~~th natural floY~ng
streams and an abundance of fish and game, deserve full consideration bY
every agency concerned, and TIe appreciate the opportunity to present our
opinions on the matter.

It is hoped that the above statement will serve your immediate
ne8d and that of the Policy and Review Committee to which reference was
made in your letter dated August 3, 1949. If it anpePIs desirable, v:e
shall be pleased to have a representative of this Service present vlhen
the Committee ne:.:t ::Jeets in ord8r that nny questions Y;hich ma:r arise could
be discussed at the time.

Your continued cooperation in these matters of r.1Utual interest
is 5 inccrely appr8ciated~

Very truly yours,

/5/ K.
