Mr. Beise voiced elation over the Special <br />Report submitted by the Region and sUggested that it be used as the au- <br />thorizing document for the Initial Phase of Developnent. Mr. Batson <br />expressed appreciation of Mr. Beise's suggestion and informed the group <br />that the degree of confozmance is dependent upon procedures and deciBims <br />within the Bureau and Department on form and cmtent of project pl.anning <br />reports. <br /> <br />15. In reply to questions concerning the fonn of report to be sub- <br />mitted by the Policy and Review Committee and how the Eastern-\-lestern <br />Slope operative agreement will be consummated, the Chairman stated that <br />he expects the report to be an 8 to 12 page document covering the rela- <br />tionship between Eastern and l-lestern Slopes, plan of project operation and <br />recommendations to the Bureau of Reclamation. The report will include <br />among other things an operational plan satisfactory to the Policy and Re- <br />view Committee and will be submitted to the Water Board as the basis for <br />its comments to the Bureau for preparation of the final draft of report. <br />Mr, Delanev camnented on the possible financial relationship of rlestern <br />Slope protective features to the potential Colorado River Storage Project <br />and Participating Projects being considered by Colorado interests at a <br />series of field meetings conducted by the Colorado Water Conservation <br />Board. He also informed the group that following receipt of infonnation <br />concerning campla.1nts of injury to interests above the Aspen reservoir site <br />he requested Mr. Jex to investigate storage possibilities above the Aspen <br />site, and that several small reservoir sites have been located that may be <br />developed for use in part as alternatives for the Aspen site. Judge ~ <br />expressed his anxiety to bring the problems of the Committee to a head and <br />suggested that shortly after the next meE!ting a sub-group of two represen- <br />tatives each from the two slopes get together independently to work out the <br />problem and report back to the Collllllittee for final consideration. Mr. <br />Batson informed the Caranittee of his concern in the amount of time and funds <br />that have been expended by the Bureau for investigations of the project, and <br />the need for his submitting a planning report within a reasonable time, say <br />January I, 1950. The Chairman expressed belief that the problem can be re- <br />solved relatively soon and that any undue pressure for expedition at this <br />time may have the effect of further delaying or prohibiting such resolution. <br /> <br />Next Meetin-'l <br /> <br />16.
