Mr. Feast ccmnented on the <br />intereste, views and cooperation of the State Game and Fish Department <br />in these studies and explained the need for looking at the project tram <br />an overall vielfpOint for multiple uses as a basis for agE"eement by the <br />several Federal, state, and local interests. Tentative vi8W'8 and opinions <br />of the Fish and Wildlife Service set forth in its statement suggest an op- <br />eration plan differing from that assumed in the Bureau studies for the <br />Initial Phase by imposing additional requirements for preservation of fish <br />and wildlife. Discussion by the Committee pointed to the essential need <br />for considering the detailed and definite recommendations of the Fish and <br />Wildlife Service in its forthcoming report and for studies and revi8W'8 by <br />the Engineering Adviso17 Subcommittee to determine the effect on the Bu- <br />reau's operation plan BlId project feasibility. In reply to the Chairman's <br />question. whether the completicrl date for the report could be advanced, <br />Mr. BurwAll stated that essential infonnation on the Service's recommenda- <br />tions could be currentlT made available by the latter part of November in <br />advance of its official report. The Chairman suggested that these data <br />be made available to the Engineering Advisory Subcommittee for such study <br />as necessary and that further studies suggested by Mr. Riter utilizing <br />criteria set forth in the tentative statement be performed. The Collllllittee <br />passed a motion that it defer action on the fish and wildlife aspects of <br />the Initial Phase until the next meeting. <br /> <br />1.2. Recreational Aspects. Mr. R. L. HcKown, Omaha, Nebraska, read <br />and explained a statement dated September 14, 1949, copy appended to these <br />minutes, from the National Park Service on the recreational aspects of the <br />Initial Phase of Development, which also had been referred to the Polic.y <br />and Review Committ.ee for consideration. He stated that a definite report <br />on this aspect was in preparation and that the Service expected to com- <br />plete it by November 1, 1949. The brief preliminary summary in the letter <br />states that in accordance with data presently available, it appears that <br />impairment of important natural recreational and scenic resources wt<uld <br />result from construction and operation of the project facilities. Follow- <br />ing a short discussion the Committee took no action on this matter except <br />to request that Mr. McKown furnish the Chairman with fifteen copies of the <br />definite report men completed. <br /> <br />13. Forest Service Comments. Regional Director Batson read a letter <br />dated November 26, 1948, to him from the Regional Forester, U. S. Forest <br />Service, commenting on the preliminary draft of interim report on the <br />Gunniscrl-Arkansas Project. The letter pointed out that the Forest Service <br />will be particularly interested within the National Forests in such mat- <br />ters as replacement of administrative facilities necessarily displaced by <br />ccrlstruction activities, development of new recreational opportunities, <br />maintenance as fUlly as possible of the fish resources, protection of <br />natural channels from erosive damage by dis charges from canals, tunnels <br />and conduits, and disposition of waste material from excavations so as to <br />avoid erosion and sedimentation damage. A copy of the letter is attached <br />to these minutes. <br /> <br />6 <br />
