<br />~,) <br />1 Q ., ,I <br /> <br />regarding the Water Board I s analyses and findings of present and potential <br />uses within the physical basin in Colorado and the availability of an addi- <br />tional one million acre-feet of water for exportation to the potential Blue- <br />South Platte and Gunnison-Arkansas Projects. He was infomed by Judge ~ <br />that the nature and extent of Mr. Delaney's request had not been clarified, <br />because the minutes of that meeting had not yet been corrected due to the <br />press of other important work, and therefore, the data had not been made <br />available to him. The Chairman, Secretary, and Mr. Delaney then discussed <br />the previous correspondence and statements covering Mr. Delaney's request <br />and the ment to which such data could be furnished by the Board, where- <br />upon, the request was clarified and Judge Stone agreed that the Water Board <br />would provide Mr. Delaney with the data accordingly. <br /> <br />12. In answer to questions asked by Messrs. Delaney and White on the <br />subject, Mr. Riter explained the several hydrological studies made by the <br />Engineering Advisory Committee of the Upper Colorado River Basin Compact <br />Commission and various personal theories on Colorado River runoff, salvage <br />waters and effects of the burden of the Mexican Water Treaty on the water <br />supply in the Upper Basin. <br /> <br />13. In connection with Judge White's reference to figures of divertible <br />water and Mr. Beise's question concerning a break~own of irrigable acreage <br />in the Colorado River Basin, the Chairman made a clarifying statement regard- <br />ing the referenced analysis prepared by Consulting Engineer Tipton. It was <br />clear to him that the intent, purpose, and conclusions of the Tipton anal- <br />ysis had been grossly misunderstood by people on the two slopes. He ex- <br />plained that the analysis was used for consideration at Water Board meetings <br />in connection with negotiations of the Upper Colorado River Basin Compact <br />and that there was "nothing sacred" about the figures presented in the anal- <br />ysis as nobody knows today hO~l Colorado I s full apportiorunent of Colorado <br />River water will be used. <br /> <br />Principles of Proiect Operation (Item c of Agenda) <br /> <br />14. This item was deferred by the Committee for action at the next <br />meeting, <br /> <br />Fiscal Year 1950 Investigations Program in Colorado (Item d of Agenda) <br /> <br />. 15. The Chairman reviewed the discussion of this subject at the <br />Steering Cormnittee meetinR' held on July 26 and reported a teleDhoni~ con- <br />versation he had ~1ith Regional Director Larson at Salt Lake City during the <br />meeting of the Policy and Review Committee as a result of action taken <br />by the Steering Committee on the previous day with regard to the tentative <br />allocation of Federal funds by Region 4 for investigations in Colorado. <br />He informed the Committee that Mr. Larson in his phone conversation showed <br />that he recognized the need for getting sufficient funds for work on the <br />comprel18nsive plan of Colorado River above Grand Junctio:1 and that }lr. <br />Larson indicated that he would do Coverything ~ossible to provide the nec- <br />essary funds for this purpose. After further discussion of this item the <br />Committee passed a ,cot ion requesting the Chaiman to contact the Cormnissioner <br /> <br />6 <br />
