<br />'.' <br /> <br />r '00,9:1. <br /> <br />9. Hr. Delaney, made inquiry regarding the oost of servioe to Colorado <br />Springs from the Gumdson-Arkansas Project. Mr. Batson informed the com- <br />mittee that he had just reoeived a reoonnaissanoe field report whioh in- <br />dicated that water from the Gunnison-Arkansas Projeot would be relatively <br />less costly than water diverted to Colorado Springs from the Eleven Mile <br />Canyon reservoir on the South Platte River. After the field reconnaissance <br />report has been reviewed by his offioe, the data will be supplied to the <br />colIlllli.ttee. <br /> <br />,- <br /> <br />10. Mr. Batson stated that in estimating the cost of munioipal water <br />for the Gunnison-Arkansas, Blue-South Platte, and Colorado-Big Thompson <br />Projects, it has been his ,policy to' assume a uniform charge for raw water <br />in the stream (or reservoir) and assume that the cities would finance the <br />conveyance of the water' to the points of use. In securing an estimate of <br />cost of delivered water, he assumed that cities could finance the conveyance <br />facilities at 2-1/2 percent interest with a 40~year amortization period. <br /> <br />Central water treatment plant <br /> <br />11. Mr. Christy infamed the oolIlllli.ttee that it was the ,desire of the <br />Arkansas Valley interests to have a central water treatment plant included <br />in the project as part of the works to be financed by the Bureau. Hr. Larson <br />and Mr. Batson explaned that the Bureau policy has been not to inolude water <br />treatment plants as part of the works to be constructed by the Bureau in <br />Federal Reclamation Projects. In other projects. the local interests have <br />been encouraged to finance such water treatment plants independently. <br /> <br />Re~lation of Arkansas River Water <br /> <br />120 Mr. Christy infonned the comndttee that this question had been <br />discussed with the executive board of the Arkansas valley Ditch Association <br />and that the consensus was that arrangements should be made to secure more <br />efficient use of the Arkansas'River water. The matter is now being discussed <br />by the boards of the various affected canal companies. Mr. Tipton indicated <br />that this question involves not only the question of re~lation of winter <br />water. but also more efficient use of the irrigation season flows. After <br />fUrther discussion, Mr. Batson requested that after the affected water users <br />had made a decision in this matter that they indicate their viGWS through <br />an appropriate' resolution. Mr. Christy informed the group also that the <br />Arkansas Valley Ditch Association favored the accumulation of several years <br />supply of imported water in project reservoirs and the exchange of such <br />water for Arkansas River water to facilitate the production of firm power <br />if that is necessary to insure the feasibility of the project.. <br /> <br />Twin lakes Diversion from Roaring Fork <br /> <br />13. Mr. Beise stated that the Twin Lakes Canal and Reservoir Company <br />has employed an engineer to review the situation vnth respect to this diver- <br />,sion and report to the company about January 15, 1949.
