<br /> <br />~, <br /> <br />l <br /> <br />INTRODUCTION <br />This report presents the allocation and a distribution of the costs of the <br />four storage units including the associated electrical transmisson.system <br />of the Colorado River Storage Project (hereinafter called the storage project). <br />The allocation is required by the legislation which authorized the project <br />(Act of April 1956, P.L. 485, 84th Congress, 70 Stat. 105). The distribution, <br />which is a distribution of the storage project allocated costs back among <br />the individual storage units, is required for repayment-accounting purposes. <br />lbis report also briefly describes the storage prpject and its operation, <br />shows the reimbursable and nonreimbursable portions of the costs, and <br />briefly explains how the reimbursable portion of the costs is to be repaid <br />to the United States. <br /> <br />PROJECT PURPOSES AND FACILITIES <br /> <br />The storage project provides for the comprehensive development of the water <br /> <br /> <br />resources of the tipper Colorado River Basin. The project furnishes the <br /> <br /> <br />long-time river regulatory storage needed to permit States in the upper <br /> <br /> <br />basin. (Colorado, New Mexico, Utah and Wyoming) to meet their river flow <br /> <br /> <br />obligation at Lee Ferry as defined in the Colorado River Compact, and <br /> <br /> <br />still utilize their apportioned water. Storage of water by the project also <br /> <br /> <br />provides water for direct use in the Upper Basin and, in addition, controls <br /> <br /> <br />sediment and flooding, facilitates recreational development, and aids <br /> <br /> <br />in fish and wildlife conservation. During the periods of low stream flow, <br /> <br /> <br />water stored in the project reservoirs is released to supplement the <br /> <br /> <br />Colorado River flow to the Lower Colorado River Basin. This enables <br /> <br /> <br />diversions from the river in the Upper Basin to conttnue at a more or <br /> <br /> <br />less normal level. <br /> <br />A significant amount of electrical energy is generated by the project to meet <br /> <br /> <br />the needs of the Upper Basin and adjacent areas. Revenue from the sale of <br /> <br /> <br />this energy, along with other revenue from the project, such as from sale <br /> <br /> <br />of water, will be used to pay the operating costs of the project, repay <br /> <br /> <br />the reimbursable costs of constructing the project and help repay the <br /> <br /> <br />irrigation costs of participating projects as set forth in the authorizing <br /> <br />act. <br /> <br />1 <br />
