<br />Summary of Allocation and Distribution <br />Table 7 shows a.summary of the allocation and distribution of the storage <br />project construction costs incurred through June 3D, 1974. It also shows <br />.the associated reimbursable interest during construction, the basis for <br />allocating future project cost additions, and the basis for assigning units' <br />operation and maintenance and replacement costs among purposes. The costs <br />are separated into conventional plant classifications as used for accounting <br />purposes. <br /> <br />~PA~NT <br /> <br />Under, the project authorizing act the construction costs, interest during <br /> <br /> <br />construction, and operation costs allocated to authorized nonreimbursable <br /> <br /> <br />purposes are not payable by the project; Thi,s includes the cost allocated <br /> <br /> <br />to flood control, reservoir fishery enhancement, and highway improvement <br /> <br /> <br />as well as the Section 8 costs spent on recreation and fish and wildlife. <br /> <br /> <br />The act provides that the costs allocated to irrigation and other consumptive <br /> <br /> <br />uses are payable, with the construction costs repayable to the United States <br /> <br /> <br />on an interest free basis within 50 years following completion of construction <br /> <br /> <br />of the facilities with which the costs are associated. Costs allocated to <br /> <br /> <br />power and to municipal and industrial water are payable under the same <br /> <br /> <br />requirements as the irrigation costs plus the requirement that interest <br /> <br /> <br />during construction be included as part of the rapayable costs, and that <br /> <br /> <br />the costs be repaid with interest. <br /> <br />The estimated repayment of the reimbursable costs of the storage project <br /> <br /> <br />has for several years been shown in a Bureau of Reclamation annually revised <br /> <br /> <br />and published study entitled "Annual Report, Colorado River Storage <br /> <br /> <br />Project and Participating Projects". The estimate shows the actual repay- <br /> <br /> <br />ment accomplished through the most recent fiscal year and a projection <br /> <br /> <br />of payment to be accomplished in future years.
