<br />o <br />v' <br />tv <br />'-" <br /> <br />€J <br /> <br />In order to simulate the impact on the economy of EET development, the <br /> <br />leve Is of deve lopment spec Hied for base line and acce lerated EET scenarios <br /> <br />were overlayed upon ROO. <br /> <br />. ....fii]\e~ respectively, <br /> <br />These runs of the model, labeled Roo_ll and ROO_A <br /> <br />provide estimates of UCRll economic activity with EET <br /> <br />development and may be compared directly with the reference runs R75 and ROO. <br /> <br />MEASURING IMPACTS ASSOCIATED WITH THE SCENARIOS <br /> <br />Basin Personal Income <br /> <br />One concept often employed to measure the general activity level of a <br /> <br />regional economy is regional personal income (regional income). <br /> <br />Th is is <br /> <br />defined as the sum of wages, salaries and returns to ownership ("rents") <br /> <br />accruing to the individuals or households of a region over. the period of a <br /> <br />year. While the focus of regional income is on the annual output of only one <br /> <br />sector, households, it is a preferred measure of general activity because <br /> <br />households are the final recipients of the factor payments made for regional <br /> <br />resources. <br /> <br />In a region such as the UCRB, where most personal income is <br /> <br />attributable to factors of production which are located in the region, <br /> <br />payments to households are a good surrogate for regional income. <br /> <br />In this report, the sum of payments to the UCRB's household sector is <br /> <br />treated as Basin personal income (Basin income). <br /> <br />This is probably a <br /> <br />conservative measure of Basin income because of the mode l' s treatment of the <br /> <br />capital account: <br /> <br />the capital needed to support the accelerated growth <br /> <br />associated with the UCRll's development is treated as being raised outside the <br /> <br />region. Therefore, returns to the capital investment are ultimately paid to <br /> <br />households outside the UCRll. <br /> <br />Since, however, most of the increased level of <br /> <br />capital spending probably will be financed outside the Basin, this convention <br /> <br />shouldn't significantly distort the relative value of Basin income as measured <br /> <br />in th is report. <br />
