<br />o <br />U1 <br />rv <br />~ <br /> <br />@ <br /> <br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />PURPOSE OF THE REPORT <br /> <br />The main purpose of this report is to provide projections of the impact <br /> <br />of the "emerging energy technologies" (EETs). on the economy of the Upper <br /> <br />Colorado River Basin (UCRB). <br /> <br />These projections are conditional, of course, <br /> <br />upon the EET scenarios chosen and numerous other assumptions, many of which <br /> <br />are noted below. <br /> <br />The projections are based upon the recognition that an <br /> <br />economy is a highly interdependent system. As a result, the impacts which are <br /> <br />estimated capture, at least in principle, the .direct, indirect, and induced <br /> <br />changes resulting from EET development. <br /> <br />The several projections of economic impact derived in this report are <br /> <br />useful in themselves because they provide some notion of the magnitude of the <br /> <br />effect on the UCRB economy of a particular EET scenario. While the scenarios <br /> <br />are modest in their characterization of the proportion of the nation's energy <br /> <br />that EETs in the UCRB might provide, even a cursory examination would suggest <br /> <br />that these scenarios embody significant regional economic impacts. <br /> <br />The results of the particular projection methodology adopted in this <br /> <br />report have also been used, albeit in a crude way, to gauge the extent to <br /> <br />whic.h water allocation among economic sectors can impact general economic <br /> <br />growth. While this application may be regarded as a secondary objective of <br /> <br />the report, the attendant results will undoubtedly be of interest to those <br /> <br />concerned with water use in agriculture and energy sectors of the economy. <br />
