<br />N <br />CJ1 <br />...... <br />co <br /> <br />- . <br /> <br />The legislation gives to the Secretary of Agriculture <br /> <br /> <br />specific instructions to establish a major voluntary onfarm <br /> <br />cooperative salinity control program. <br />Secretary to: <br /> <br />It directs the <br /> <br />1. identify irrigation salt source areas; <br /> <br />2. develop and implement alternative salinity control <br /> <br />plans; <br />3. provide technical and financial assistance to <br />individuals, groups, irrigation districts or canal <br /> <br />companies for implementing onfarm and related <br />lateral salinity control improvements; <br />4. conduct education, research, and demonstration <br /> <br />activities; <br /> <br />5. provide follow-up onfarm irrigation water management <br /> <br />assistance; <br /> <br />6. conduct monitoring and evaluation activities to <br /> <br />determine program effectiveness; and <br /> <br />7. provide for 30 percent local cost sharing for <br />implementation of onfarm activities and 30 percent <br />of the balance of the federal cost-share to be <br /> <br />reimbursed from the Basins funds during the year <br />expended or over time with interest. <br /> <br />. <br /> <br />~ <br /> <br />Since the enactment of the legislation the Basin states <br /> <br /> <br />have worked closely with Reclamation to establish an optimal <br /> <br /> <br />plan for the implementation of the various units and programs <br /> <br />- .. <br /> <br />-42- <br />
