<br />. - <br /> <br />N <br />U1 <br />1--. <br />-J <br /> <br />- . <br /> <br />: <br /> <br />. - <br /> <br />participating project, <br /> <br />2. giving preference to units or portions of units <br /> <br />based on cost-effectiveness criteria; <br /> <br />3. providing for joint feasibility studies with <br />industrial water users as a part of ongoing saline <br />water use and disposal opportunities' activities, <br />4. providing the Secretary of the Interior authority to <br /> <br />contract with non-federal entities for organization, <br /> <br />construction, operation, maintenance, and replace- <br /> <br />ment of authorized salinity control facilities; <br /> <br />5. authorizing replacement of fish and wildlife values <br /> <br />foregone as the salinity control program is <br /> <br />implemented, <br /> <br />6. providing 30 percent cost-sharing from the Upper and <br />Lower Basin funds for the newly authorized units to <br /> <br />be repaid either during the year the expenditures <br /> <br />are made or over time with interest; and <br /> <br />7. deauthorizing the Crystal Geyser unit. <br /> <br />The legislation gives to the Secretary of the Interior <br /> <br />additional responsibilities which have been delegated to the <br /> <br />Bureau of Land Management to: <br /> <br />1. proceed with advance planning for the Sinbad Valley <br /> <br />Unit in Colorado, and <br /> <br />2. develop a program to minimize salt contributions to <br /> <br />the Colorado River from natural resource lands and <br /> <br />report back to Congress by July 1, 1987. <br /> <br />-41- <br />
