,

The pr1mary purpose of this report is to study and present to the

Board what and how its water supply, treatment, and distribution facili-

ties will be sffected by the Chatfield Project, what Corps of Engineers

plans are relative to those affected facilities, possible alternative

plans available to the Board, and determining the best method or methods

of maintaining the Board's present capabilities. In the terminology of

the Corps this would keep the water system whole. Based upon these

studies, a recommended course of action believed to be in the best in-

terests of the Board and consistent with long-range plans is presented

for the Board's consideration.

B. Scope

The studies performed for this report were generally agreed upon

by the Corps and the Board and were limited to the following:

1. To review the effect of the proposed Chatfield Project on

all elements of the water system, including the slow sand filters, in-

filtration gallery, intake structures, points of diversion, access,

conduits, Plum Creek Pumping Station, Bean Wells, and raw and treated

water connections to the Martin Company and other users affected by the

proposed reservoir.

2. To study the alternatives for replacing or modifying the treat-

ment capacity of the Kassler Plant.

3. To review the possibility of relocating the treatment capac-

ity at any of the Board's existing or proposed treatment plants or new

construction at a point below the proposed Chatfield Dam.

4. To prepare construction cost est1mates for all elements of

feasible new construction, revisions, or modifications.

".

';j

".

- 2 -
