<br />. <br /> <br />. <br /> <br />. <br /> <br />* <br /> <br />~r'l"; -, <br />IowVl,J,.' <br /> <br />PART VI--COORDINATE PROJECT FUNCTIONS <br /> <br />FLOOD CONTROL <br /> <br />The Corps of Engineers' evaluations of average flood damages <br />and flood control benefits for the Narrows Unit were developed on <br />the basis of existing conditions and 1965 price levels. These <br />evaluations were made under the assumption that the upstream <br />proposed Chatfield Dam, which is authorized for construction by <br />the Corps of Engineers, would be in operation. As estimated by the <br />Corps, average annual flood control damages are $1,730,000 and flood <br />control benefits from the Narrows Dam and Reservoir would be $961,000 <br />without diversion of Bijou flows and $l,l23,OOO with diversion of <br />Bijou flow~. <br /> <br />In order to obtain these flood control benefits the peak <br />downstream flows must be limited to 10,000 c.f.s. This objective <br />could be accomplished by means of 550,000 acre-feet of flood control <br />space in the reservoir. This entire capacity, however, will be <br />needed only during the most flood-prone season of the year. There- <br />fore, at the discretion of the Bureau of Reclamation, 75,000 acre- <br />feet of this flood control space could be allocated to joint-use <br />purpose (flood-control and irrigation). Such an allocation would <br />require that the joint-use space be available for flood control use <br />through the main flood season of each year. After this season,it <br />would be available for conservation purposes. <br /> <br />A letter from the Corps of Engineers showing the evaluation of <br />the flood control requirements for the Narrows Unit is appended. <br /> <br />FISH AND WILDLIFE <br /> <br />The &ppended reports by the Bureau of Sport Fisheries and <br />Wildlife, Fish and Wildlife Service, Albuquerque, N. Mex., presents <br />that agency's plan of development for the Narro~s Unit. The <br />analysis of project effects on fish and ~ildlife was predicated on <br />projections made of fishing and hunting and other related uses <br />under conditions expected to prevail without the project and with <br />the project in operation. Both sets of projections were made for <br />a 100-year period. The differences between such estimates, made <br />on an annual basis, were then attributed to the Narrows Unit as a <br />measure of its effects. <br /> <br />Evaluation of the effects resulted in annual benefits of <br />$198,100 assignable to the basic Narrows Unit.
