I" i"H''':"
J;,j..J

.

Plan of Development

Three dikes would be required across low areas to maintain a
minimum crest elevation of 4453, the dam crest elevation, around the
reservoir. The dikes were designed with a crest elevation of 4453,
a crest width of 30 feet, an upstream slope of 2 to 1 protected by
a 24-inch layer of rock riprap on six inches of gravel bedding, and
a downstream slope of 2 to l. The Riverside Dike would be a 6,100-
foot extension of the left abutment of Narrows Dam constructed
generally in conjunction with the south bank of the existing Riverside
Canal. Relocated State Highway 144 would be on its crest. The 475-
foot-long Saddle Dike would be located about one-half mile south of
the right abutment of Narrows Dam on its projected axis. The Layton
Dike would begin about one mile south of the right abutment of Narrows
Dam near the southeast edge of the existing Bijou Reservoir No.2. It
would extend 6,l60 feet around the south edge of that reservoir and
would be north of the existing Layton Lateral.

.

Electrical power for operating the facilities at the damsite
could be supplied by either the Morgan County Rural Electric Association
or the Public Service Company of Colorado since both organizations
have transmission lines in the vicinity. No arrangement has been made
for service with either, but the plan assumes that such an arrangement
will be consummated at an appropriate time. The plan does provide for
approximately three-fourths of a mile of l3.8 kv. line to be con-
structed from the point of delivery to the outlet works and to per-
manent operating facilities.

Relocations in the reservoir area would involve the main Chicago-
Denver line of the Union Pacific Railroad, State Highway 144, a
county road, power and telephone lines, oil and gas pipelines, and a
30-grave cemetery.

Subject to negotiations with the railroad company, it is planned
to construct 32.22 miles of new line around the north side of the
reservoir to replace 30.34 miles of existing railroad along the north
bank of the river. For estimating the relocation cost, current
standards of construction as furnished by the Railroad Company were
used. Credit for betterments over equivalent replacement will be
obtained during negotiation. Salvage value of the old line also
should reduce the total cost of the relocation.

The cost estimate for relocation of State Highway No. l44
reflects some improvement of the road to bring it to current
standards. The additional cost over that for equivalent replace-
ment would be $l39,OOO. Morgan County is reconstructing the county
road to be relocated and the cost 9f relocation is based on the
county standards.

.

20
