U is ::, <br /> <br />PART X--ECONOMIC AND FINANCIAL ANALYSES <br /> <br />ECONOMIC JUSTIFICATION <br /> <br />The Narrows Unit would serve the multiple functions of irrigation, <br />flood control, recreation, and fish and wildlife enchancement. In <br />addition, it would provide incidental, but unevaluated, benefits for <br />water quality improvement in the South Platte River below the dam. <br />The unit has a high degree of economic justification and provides <br />considerable savings through its combination of multiple purposes which <br />are shared equitably by those functions and their beneficiaries. More- <br />over, it utilizes the opportunities a~forded by the dam and reservoir <br />site both with respect to the storage capacity of the reservoir and <br />the integration of the adjacent Jackson Lake, an existing irrigation <br />storage facility which also pro\~des an attractive recreational, <br />fishing and hunting area. The integration of Jackson Lake into the <br />Narrows Unit plan will result in sizeable enhancement of recreation <br />and fish and wildlife resources. To meet anticipated increasing <br />recreational demands, the plan for the unit includes additional facil- <br />ities to be installed as needed. <br /> <br />Bene~its <br /> <br />The derivation o~ benefits is presented in the preceding parts <br />of this report. Bene~its for purposes other than irrigation were <br />evaluated by the concerned Federal agencies. Annual flood control <br />bene~its are $961,000; fish and wildlife enhancement benefits amount <br />to $292,700; and undiscounted recreation benefits total $1,250,000. <br />The undiscounted recreation benefits consist of $340,000 associated <br />with initial development of lands and facilities and ultimately <br />$910,000 with additional future facilities which are subsequently <br />discounted to an annual equivalent value for economic analysis. <br /> <br />Fish and wildlife <br /> <br />The fish and "~ldlife enchancement benefits are described in <br />detail in the appended ~ish and .~ldli~e report and are summarized <br />in part VI of this planning report. <br /> <br />The annual benefits of $292,700 consist of $51,000 for ~~gratory <br />waterfowl use classed as national enhancement and the remainder of <br />$241,700 classified as local enhancement. <br /> <br />83 <br />
