While other developed
water rights may become available to the communities for purchase from
time to time, the availability is uncertain, and engineering and economic
feasibility as well as due diligence requirements of Colorado water law
support proceeding with development of Phase II as a reliable and annually
renewable source of water.

(c) Detail The Design Capacity Of Each Treatment System And
Distribution Or Collection Network In The Community Or
Development Area And Source Development Area;

U. S. Forest Service studies indicate that the average annual yield for
the proposed Homestake II will be 20,800 acre feet. However, studies
conducted by the Cities' engineers show that an average yield of 23,650
af per year can be expected. Water developed from the headwaters of
Cross Creek and Fall Creek are expected to provide the following: Cross
Creek 7,210 acre feet/yr., East Cross Creek 3,960 acre feet, West Cross
Creek 6,060 acre feet, Fall Creek 6,420 acre feet. All transmission
facilities for diverting water from Cross and Fall Creeks to Homestake
Reservoir are sized in accordance with these expected yields.

Average annual yield for collection networks outside the source develop-
ment area are listed in the prior response (see 5b).

The design capacity of treatment systems and distribution networks in
the development area are deemed to be adequate for existing and expected
flows. They are not discussed in great detail, as they are outside of
the jurisdiction of Eagle County.

NOTE: 1. Yield at source before transportation and storage losses.

7
