No water rights in Colorado Springs <br />or Aurora are affected by this project. <br /> <br />d) Adequate water supplies are available for efficient operation <br />of this gravity flow system to provide supplemental water to <br />the Cities. <br /> <br />e) The criterion concerning level of domestic water treatment <br />capacity is not applicable since this project is only a <br />municipal raw water collection system. Adequate water <br />treatment capacity will be added in the development areas as <br />needed. <br /> <br />f) The criterion of level of operational capacity for existing <br />domestic wastewater treatment systems is not applicable, since <br />this project is only a municipal raw water collection system. <br />Wastewater treatment capacity will be added in the development <br />areas as needed. <br /> <br />g) Within the Cities of Colorado Springs and Aurora, the water <br />from this new collection system will be used by the residents <br />of these Cities and there is no competition with existing <br />systems nor are there duplicative services. <br /> <br />h) Since this project is an extension of a water system and not a <br />replacement of a water system, this criteria is not applic- <br />able. However, the existing systems are in a high state of <br />repair and operational efficiency; no replacement is needed. <br /> <br />i) Area and community development and population trends from the <br />1950's through the present have demonstrated a strong growth <br />trend which will, based on current planning projections, <br />exhaust existing water supplies for both communities by <br />approximately 1994 or 1995. Construction under optimum <br />conditions is expected to take a minimum of five years; <br />however, the Cities desire to begin construction in 1984 in <br />order to have maximum flexibility in conducting the construc- <br />tion at the least cost, as well as with the least environ- <br />mental and socio-economic costs to surrounding areas. <br /> <br />j) Upgrading or expanding wastewater treatment facilities to meet <br />water quality standards is not applicable since this is a <br />municipal water collection system project. <br /> <br />k) In addition to existing easements, appropriate additional <br />easements have been applied for from the U.S. Forest Service. <br />The Draft EIS states that the preferred alternative of the <br />USFS is this proposed project. Accordingly, it is reasonable <br />to expect that the appropriate easements can be obtained. <br />
