McCLURE: Ho,1 many states? <br /> <br />MR. HOOVER: They are only the two states, but it indi- <br />cates that even in making that compact they thought they had <br /> <br />to have some ',lay of modifying it. <br /> <br />MR. CAlU'ENTER: That merely expressCls a right already <br /> <br />had. <br /> <br />MR. NORVIEL: Could Wl fix a compact that would be roti- <br /> <br />fied by the legislatures and Congress without some provision <br /> <br />attached to it by which "Ie would be able to get a modification? <br /> <br />MR. HOOVER: I feel it is desirable to have an automatic <br /> <br />revision.
