HOOVER: In the recent New York-New Jersey treaty, <br /> <br />which I will quote from, the section on that point reads as <br /> <br />follows: <br /> <br />"Sec. 7. The right to add to, modify, or change any <br />part of the foregoing comprehensive plan is reversed by <br />each state, with the concurrence of the other." <br /> <br />NR. McCLURE: Ho,1 many states? <br /> <br />MR. HOOVER: They are only the two states, but it indi- <br />cates that even in making that compact they thought they had <br /> <br />to have some ',lay of modifying it. <br /> <br />MR. CAlU'ENTER: That merely expressCls a right already <br /> <br />had. <br /> <br />MR. NORVIEL: Could Wl fix a compact that would be roti- <br /> <br />fied by the legislatures and Congress without some provision <br /> <br />attached to it by which "Ie would be able to get a modification? <br /> <br />MR. HOOVER: I feel it is desirable to have an automatic <br /> <br />revision.
