THE REOUIREMENT <br /> <br />... <br /> <br />It is required that there be constructed and completed, <br />in accordance with the Standard Form of Construction <br />Contract 23, including the General Provisions <br />(Standard Form 23A), labor Standards Provisions <br />(Standard Form 19A), these specifications and the <br />drawings listed in Paragraph 152 hereof, the initial <br />construction for Pueblo Dam, Fryingpan-Arkansas <br />Project. The work is situated on the Arkansas River <br />about 8 miles west of Pueblo, Colorado, in Pueblo <br />County, Colorado. <br /> <br />8. DESCRIPTION OF THE WORK <br /> <br />Work under these specifications entails the <br />construction of certain features of work which are <br />preparatory to construction of the future Pueblo Dam. <br /> <br />The principal features of work to be performed under <br />these specifications include the following: <br /> <br />. <br /> <br />a. Excavation, foundation drilling and grouting, and <br />concrete construction for a permanent concrete <br />plug in the riller channel. <br /> <br />b. Excavation for the future concrete and earth <br />dam sections of Pueblo Dam. The concrete dam <br />section is approximately 1,750 feet long and the <br />two earth dam sections total approximately 8,450 <br />feet. <br /> <br />c. Excavation for the future spillway stilling basin <br />and outlet channel of Pueblo Dam. <br /> <br />d. Excavation for and construction of a concrete <br />grout cap in the earth dam sections and drilling and <br />grouting the foundation therefrom. <br /> <br />e. Earthfill in the excavation performed for the <br />future earth dam sections of Pueblo Dam <br /> <br />.. <br /> <br />f. Construction of the Bessemer ditch outlet works <br />up to elevation 4820. <br /> <br />g. Construction of a temporary headworks <br />structure for the Hamp-8ell ditch. <br /> <br />~ <br /> <br />h. Reservoir clearing. <br /> <br />9. RATES OF WAGES <br /> <br />. <br /> <br />Pursuant to the provisions of the Davis-Bacon Act, 40 <br />U.S.C. 276(a), as amended, the Secretary of labor has <br /> <br />Par. 7 <br /> <br />determined that rates of wages and fringe benefits <br />listed in this paragraph are those prevailing for the <br />classifications specified in the locality of the work <br />covered by these specifications and said rates of wages <br />and fringe benefits shall be the minimum rates per hour <br />to be paid for the work covered by the specifications. <br /> <br />Fringe benefit payments include medical and hospital <br />care, compensation for injuries or illness resulting from <br />occupational activity, unemployment benefits, life <br />insurance disability and sickness insurance accident <br />insurance lall designated as health and welfarel, <br />pensions vacation and holiday pay, apprenticeship, or <br />other similar programs, and other bona fide fringe <br />benefits. <br /> <br />While the wage rates and fringe benefits shown are the <br />minimum rates required by these specifications to be <br />paid during the life of the contract, it is the <br />responsibility of bidders to inform themselves as to <br />local labor conditions such as the length of workday or <br />workweek, overtime compensation, fringe benefit <br />contributions, labor supply, and prospective changes or <br />adjustments of wage rates or fringe benefits. No <br />increase in the contract price will be allowed or <br />authorized on account of the payment of wage rates or <br />fringe benefits in excess of those listed herein. <br /> <br />The classifications and wage rates and fringe benefits <br />will be furnished by supplemental notice before bids <br />are opened. <br /> <br />10. FUNDS AVAilABLE FOR <br />EARNINGS <br /> <br />Pursuant to Section 12 of the Reclamation Project Act <br />of 1939 143 U.S.C., Sec. 388), funds for earnings under <br />this contract will be made available as provided in this <br />paragraph. <br /> <br />a. The sum of $8,000 has been reserved and is <br />availtlble for payments to the contractor to cover <br />earnings during fiscal year 1970 under the schedule <br />items. materials delivered to the site, and all other <br />earnings which may be due under the contract, or <br />any contract adjustments thereunder, including <br />retained percentages and liquidated damages. <br /> <br />b. As to any work which may be done in excess of <br />the amount for which funds have been reserved <br />under the provisions of this paragraph, the liability <br />of the United States is contingent upon the <br />necessary appropriations being made therefor by the <br />Congress and an appropria~'~ reservation of funds <br />thereunder.
