Part VI emphasizes special problems in coastal regulations. <br /> <br />It also contains a draft zoning ordinance for coastal flood hazard areas with <br /> <br />statements and commentary, <br /> <br />Many coastal areas are under intense development pressures, <br /> <br />Regulations are needed not only to reduce flood losse's but to minimize <br /> <br />conflicts between incompatible uses, protect fish and wildlife, and preserve <br /> <br />scenic beauty. This report briefly discusses regulations to achieve these <br /> <br />objectives because stringent control of land use to achieve broader goals <br /> <br />may also reduce flood losses.
