+ f.HI21x2"

PREFACE TO PART VI

Part VI is designed to provide basic information to a state or local

unit wishing to reduce flood losses in coastal flood hazard areas. The study which

resulted in Volume One, Parts I through IV of this report, was undertaken in

1968"69, and disclosed little information concerning special statutes,

ordinances, or cases dealing with flood loss reduction in coastal areas, The

supplemental study resulting in Part VI was designed ,to provide specific

information which may aid communities in managing ocean shore and Great

Lake coast line areas,

Research for Part VI first involved the inventory of statutes pertaining

to hurricane protection, beach preservation, and erosion control of all coastal

states. These are summarized in Appendix A and selectively reproduced in

A.ppendix B, In an attempt to collect local ordinances, requests for information

were sent to approximately 500 communities of population 2500 or more list~d

in a 1966-67 Army Corps of Engineers report as having coastal flood problems,

400 additional communities which information sources suggested might have

coastal flood regulations, and water resource agencies in each of the states.

Appendix C summarizes the replies, including local zoning ordinances,

subdivision regulations, building codes and other special codes for coastal

flood hazard areas. Appendix D reproduces selected portions of these

ordinances. A search for cases relevant to coastal flooding was made through

annotated statutes, digests, legal texts and periodical articles. Appendix E

lists and annotates some of these cases,

i

t~f

~~(~~~;
