<br />, <br />, <br /> <br />Please use these criteria when agreeing or disagreeing with the areas <br />identified on Colorado's Initial Wilderness Inventory Map and submitting <br />information to us. We need information ,trlat will add, adjust, or delete <br />areas based on these factors. It is this information that will identify <br />areas possibly having wilderness potential and need' intensive wilderness <br />inventory. Also, those lands not meeting this criteria will, in'September <br />1979, be released from the restrictions imposed by Section 603 of FLPMA. <br /> <br />When submitting site specific information, please refer to the inventory <br />unit number for that area as shown on our Initial Wilderness Inventory <br />~lap. All public lands in Colorado are within an inventory unit and iT <br />you do not have the number, contact any of the four District Offices or <br />the State Office. <br /> <br />Again returning to the guidelines of FLPMA and, the WA we have described <br />the criteria which will be applied (to those roadless areas identified <br />in the initial inventory as potential Wilderness Study Areas) during the <br />intensive inventory. (yellow plus pink sheets) <br /> <br />Please keep in mind the criteria described on the pink sheets will not <br />be used in the decisionmaking process except special study areas relating <br />to the initial wilderness inventory and our first 90-day review period <br />beginning May 1, 1979. This is the information on which final decisions <br />for Wilderness Study Areas will be based, and limitations imposed by <br />Section 603(c) of FLPMA continued or found to be nonapplicable. <br /> <br />Because you will need to take advantage of this coming field season, we <br />feel it is imperative that you have all inventory criteria, so, that <br />when in September 1980 our combined evaluation of the public lands in <br />Colorado is completed, only those lands with wilderness characteristics, <br />as directed in our Congressional guidelines, will be designated as <br />Wilderness Study Areas. You will have ample opportunity during the <br />second 90-day review to comment on this criteria. Please keep in mind <br />that field inspection in 1980 will be limited because it will occur in <br />early spring and some areas, especially high-country, will probably be <br />inaccessible. <br /> <br />We have described the use of the information provided on these pages and <br />we emphasize that they should be viewed as a supplemental tool to the <br />blue book and legislative documents to facilitate your thinking. <br /> <br />We are well aware of your concerns for final outcome of this review. We <br />also realize it will be difficult not to try and get ahead of the process <br />and address phase two, study, and phase three, reporting, before we have <br />completed phase one, inventory. <br /> <br />Only if we approach this one step at a time, will we be able to avoid <br />confusion, unnecessary conflict, and complete a quality inventory of the <br />wilderness potential of the public lands administrated by BLM. <br /> <br />095.) <br /> <br />3 <br />
