<br />, <br />. <br /> <br />\ . <br /> <br />(2) has outstanding opportunities for solitude or a <br />primitive and unoonfined type of reoreation; (3) has at least <br />five thousand aores of land or is of suffioient size as to <br />make praotioable its preservation and use in an unimpaired <br />oondition; and (4) may also oontain eoologioal, geologioal, <br />or other features of soientifio, eduoational, soenio, or <br />historioal value." <br /> <br />Wilderness Aot-1964 <br /> <br />The BLM expeots numerous oomments in the wilderness inventory. <br />A good plan and some advanoed preparation will help aooommodate <br />reoeipt of numerous oomments and help expedite their analysis. <br /> <br />Prior to the time that this bureauwide wilderness inventory <br />is oomplete, there will be a need to make deoisions on speoial <br />projeots whioh must inolude oonsideration of wilderness <br />resouroes to meet the requirements of Seotion 603 of FLPMA. <br /> <br />Wilderness Inventory Handbook-1978 <br /> <br />While all possible efforts will be made to inventory ELM <br />managed lands in an orderly prooess as direoted by Congressional <br />guidelines there are other ongoing programs whioh must be oon- <br />tinued, i.e., ooal, range management. Please realize that <br />although some priorities were set within the statewide review <br />these advance inventories in no way released any lands from <br />interim management restrictions imposed by Seotion 603 of <br />FLPMA. Speoial wilderness inventories have been conducted <br />to support management framework plans for the Royal Gorge <br />Range, Gunnison Basin Range, and the White River Range <br />Environmental Statements as set forth in the Draft Interim <br />Management Policy and Guidelines For Wilderness Study Areas <br />(see Appendix C). <br /> <br />Areas found to contain wilderness characteristics have <br />been identified as 'proposed' wilderness study areas and <br />treated as suoh in the management framework plans and range <br />environmental statements. These 'proposed' wilderness study <br />areas have been reviewed at that time by the publio but will <br />be reviewed during the statewide wilderness inventory review <br />prooess. This allows the Bureau to prooeed with oourt- <br />ordered sohedules for range environmental statements, etc. <br /> <br />The wilderness review process has three phases: inventory, study, and <br />reporting to Congress. We are in phase one, inventory. Realizing that <br />the guidelines of the inventory are subject to contradictory interpreta- <br />tion, in the following pages, we describe the criteria used in identi- <br />fying roadless areas having some potential for wilderness during the <br />initial inventory.
