The United States agrees that the administrative costs charged <br />to the Project for construction work in excess of $75,000,000 shall be only <br />those expenses actually incurred, or such amount as equals 20 percent of <br />the total costs incurred beyond $75,000,000 for the construction of the <br />Project, whichever is less. The United States agrees that this 20 percent <br />limitation on administrative costs is a reasonable limitation in accordance with <br />Section 109 of the authorizing legislation. <br /> <br />COMPLETION OF THE PROJECT <br /> <br />8. (a) The Secretary shall request and seek such appropriations from <br />the United States Congress as will enable completion of the entire Project <br />during the first quarter of Federal fiscal year 1993. The State shall support <br />and use its best efforts to assist in obtaining the requested appropriations. <br /> <br />(b) Subject to the availability of appropriations, the United <br />States shall proceed as rapidly as possible to complete the entire Project <br />in the most cost effective manner possible. <br /> <br />MAINTENANCE OF RECORDS <br /> <br />9. The United States shall maintain full and complete records of all <br />costs incurred, inclUding administrative costs; and of all monies rece~ved, from <br />the State for the construction of the Project for a period of three years after <br />final payment by the State. Said records shall be open to inspection and audit <br />by representatives of the State at all times durin9 regular business hours. <br /> <br />OFFICIALS NOT TO BENEFIT <br /> <br />":,-",z,. <br /> <br />10. No Member of or Delegate to Congress, Resident Commissioner, or <br />official of the State shall benefit from this agreement other than as a water <br />U3er or landowner in the iami manner M (lth",r wAt",r users or landowners. <br /> <br />NOT!
