<br />tJ (~ <br />~, <br />" <br />t{{'fl ) <br /> <br />OOOO~4 <br />) IV <br />~ ' I' " <br />Irl' . <br /> <br />FOREWORD <br /> <br />. <br /> <br />Fiscal year 1948 was the first year since the inception of the <br />Missouri Basin Project during which the work program was not materially <br />changed. It was, therefore, possible to map out programs of work and <br />carry them through without major alteration except for such changes as <br />were required when progress on certain parts of the development did not <br />appear to be keeping pace with other parte of the program. <br /> <br />A last-minute aupplemental appropriation provided funds to initi- <br />ate construction on ten dams in the Basin program, which had not been <br />previously scheduled, and caused a drsstic reorientation in the plans <br />of all agencies at the beginning of the fiscal year. Work had been in <br />progress for some time on two of the dams but on practicslly all of the <br />others, only preliminary work had been done. It therefore became <br />necessary to concentrate field forces and equipment on these particular <br />dam sites for the purpose of getting all necessary field data at the <br />earliest possible moment. <br /> <br />. <br /> <br />The structures involved in this new part of the program are esti- <br />mated to coot a total of $103,)00,000. The job of obtaining field data <br />required for the deoigns and specifications for these dams, located in <br />generally isolated areas, became a major operation. Neither sufficient <br />personnel nor equipment could be recruited in time to get muoh of the <br />field work done before winter. It was found that housing had to be <br />provided for employees at each site in the area. Also, it was not pos- <br />sible for the deoigners to start on the plans until the necessary field <br />data had been provided. At the end of the year, much preliminary con- <br />otruction work had been done at most of the dam sites. This work in- <br />cluded housing, utilities, aCCllSs roads and many of the numerous minor <br />features which are always necessary before the major construction job <br />can begin. In most cases, all field work requisite to design had been <br />accomplished, and many of the dams will be under contract before the <br />first half of the next fiscal year is over. <br /> <br />. <br /> <br />Contractors who, because of labor and material shortages, found <br />themselves behind schedule at the beginning of the fiscal year were <br />seldom able to catch up but were generally able to maintain a rate of <br />progreso equal to their schedules. Toward the latter part of the year <br />both labor and material shortages were eased considerably and con- <br />tractors starting on new jobs were not only able to keep up but in <br />some cases, go ahead of their schedules, <br /> <br />. <br /> <br />The outstanding contract in this respect is that on the Cambridge <br />Diversion Dam, Nebraska, which was started during the year and finished <br />in less than 50 percent of the scheduled time. <br /> <br />~mjor dam contracts awarded during the year were Medicine Creek <br />
