In addition, the Board
is involved in helping to resolve the associated legal problems
regarding the interaction of ground and surface water utilization.

(2)
to federal or
resources use

The importance of the contribution of the state
federal-state planning of water and related land
and development.

The Colorado state Water Plan was initiated in 1970 as
a joint endeavor between the Board and the U. S. Bureau of Recla-
mation. The study is a broad investigation of population, indus-
trial, and agricultural growth potentials and the associated water
requirements. Particular emphasis will be placed on water reuse,
integration of surface and ground water supplies, maintenance or
enhancement of water quality, and water utilization efficiency.

The Colorado Water Conservation Board has been actively
involved with the U. S. Bureau of Reclamation in the Western U. S.
Water Plan investigation. Recent presidential budget changes
redirected the westwide study to develop information for assessing
priorities of need for additional investigation programs for antici-
pated water resources problem areas. Completion of the westwide
study is scheduled for the end of F. Y. 1974.

The Board is also coordinating with the Bureau of
Reclamation in their salinity control .investigation of the Colorado
River in Colorado. Board staff members are presently involved in
determining irrigation scheduling and improvement in the Grand
Valley area.

studies on water resources requirements between Denver,
Colorado, and Cheyenne, Wyoming, and a laO-year flood plain
delineation on the South Platte River are currently being undertaken
with the U. S. Corps of Engineers. In' addition, land and water
rights acquisition for Bear Creek Dam and negotiations for the South
Platte Channelization are currently under way with the Corps.

The Board is cooperating with the U. S. soil Conservation
service in its Type IV Studies in the Colorado, Rio Grande, Arkansas,
Platte, and Republican River Basins.

The Board has played a continuing and important role with
the U. S. Geological Survey involving matching funds and personnel
in the Survey's extensive stream gaging network and ~n their ground
water basic data collection program for the South Platte and
Arkansas River Valleys to formulate conjunctive use mOdels for the
complex stream-aquifer interaction relationships in these important
valleys. The Board and the USGS are presently monitoring and
evaluating ground water trends of the High Plains area and are work-
ing together on the salinity problems in the Grand Valley area of
the Colorado River.

7
