<br />. <br /> <br />000172 <br /> <br />. <br /> <br />consequently been installed and are now providing valuable data <br />to the study. <br /> <br />Additional agencies and groups are interfacing with the <br />salinity control effort in the Grand Valley, including Colorado <br />state University, Agricultural Research Service; the U. S. Soil <br />Conservation Service; the Colorado River Water Conservation <br />District; and others; providing technical assistance or conducting <br />related salinity control investigations. The total effort is <br />coordinated by the Grand Valley Salinity Coordinating committee, <br />which is chaired by the U. S. Bureau of Reclamation. The Secretary <br />of the Committee is the resident engineer of the Water Conservation <br />Board. <br /> <br />State Water Plan <br /> <br />The Colorado State Water Plan studies were initiated in 1970 <br />as a joint endeavor between the Colorado Water Conservation Board <br />and the U. S. Bureau of Reclamation. ~e study consists of a <br />broad investigation of potential industrial and agricultural growth, <br />population expansion, and the water requirements "for these potentials. <br />possibilities for further development will be explored with particular <br />emphasis on water reuse, integration of surface and ground water <br />supplies, maintenance or enhancement of water quality, improvement <br />in efficiencies of existing storage and distribution facilities, and <br />integration of conservation and control of excess surface flows. <br /> <br />The plan of study was completed and published in F. Y. 1971. <br />A review draft of the Interim Report, "Water for Tomorrow - Appraisal <br />of Water and Related Land Resources and Their Present Utilization," <br />was finished ill March 1972. The Interim Report is Phase I of the <br />study. <br /> <br />Phase II entitled "Legal and Institutional Considerations" is <br />presently in draft form and should be ready early in F. Y. 1974. <br /> <br />PhasesI and II will be printed within F. Y. 1974. <br /> <br />The State Water Plan study Team, of which a Board Water <br />Resources Analyst is a member, is ready to commence Phase III, which <br />is urgently needed by the state to aid in formulating comprehensive <br />water and land legislation and a state policy on future growth and <br />development. <br /> <br />The scope of Phase III will include developing several future <br />alternative conditions for Colorado concerning desired population <br />trends, optimum land use, and mineral resource development. There- <br />after, alternative plans will be formulated for water resource <br />development and management. <br /> <br />18 <br />
