<br />. <br /> <br />000170 <br /> <br />. <br /> <br />Rio Grande Basin <br /> <br />Advance planning funds for the Closed Basin Project in the <br />San Luis Valley were cut by presidential act in the budget message <br />of 1973. However, because of the great amount of work already <br />done on the project, coupled with the long feasibility investiga- <br />tions, very little advance planning is necessary. Construction <br />could be quickly initiated if funds were available. <br /> <br />A completed electric analog mOdel by the U. S. Geological <br />Survey can assess the possible effects on irrigation practices in <br />the valley with project operation. <br /> <br />Preauthorization planning has been undertaken by the U. S. <br />Corps of Engineers on the Rio Grande and tributaries in Colorado <br />and New Mexico. <br /> <br />The plan of study for a U. S. Soil Conservation Service <br />Type IV Study was completed in F. Y. 1973, and the basic data <br />collection phase has been started and is about 40 percent complete. <br />A September meeting is scheduled in the area to assess local <br />support and opinion. <br /> <br />Colorado River Basin <br /> <br />Advance planning is in various stages of completion in the <br />basin on seven projects--the Fruitland Mesa, Savery-Pot Hook, <br />Dallas Creek, West Divide, Dolores, Animas-La Plata, and the San <br />Miguel. <br /> <br />Alternative plans are being studied for all the Colorado <br />River Storage Projects paralleling changes in national emphasis on <br />natural resources and awareness of the interdependence of water <br />and land resources, burgeoning population, and associated require- <br />ments. <br /> <br />The Fruitland Mesa and the savery-Pot Hook Projects are <br />awaiting funds to begin construction. Both these ,projects are <br />part of the Upper Colorado River storage Project. <br /> <br />The remaining projects were authorized under congressional <br />Colorado River Storage Project legislation whereby these projects <br />were to advance concurrently with the Central Arizonq Project. <br />However, the President's recommended budget to Congress contained <br />no funds to initiate construction or to continue advance planning <br />on these authorized projects; and, at the same time, $50 million <br />~as alloted to the Central Arizona Project. <br /> <br />16 <br />
