Much negotiation remains to <br />be done due to the high value placed on water rights in this urban <br />area. <br /> <br />There have been some revisions to the South Platte River <br />Channel Project downstream from Chatfield Dam, including a proposal <br />to include recreation as a project purpose and beautification and <br />mitigation measures. These revisions are currently being completed. <br />The Board is currently active in negotiation for land acquisition <br />for the channelization. <br /> <br />Recent disastrous flooding on the South Platte River has <br />emphasized the extreme importance of Chatfield Dam closure as well <br />as the urgency of channelization completion. The flooding also <br />pointed up the fact that much of the damage downstream from the <br />Narrows in Colorado and Kansas could have been abated by storage <br />at the Narrows. The flood once again illustrated the necessity <br />for flood plain management through land use legislation. <br /> <br />Advance planning for Bear Creek Dam and Lake has been completed, <br />and the acquisition of lands by the Corps of Engineers has been <br />initiated. Work on the Master Plan (Recreation.. P,lan) is in t:he <br />initial stages, with completion sclleduled for November 1973. At <br />the insistence of the Board, land acquisitions will be negotiated <br />for accompanying water rights as a package. Due to the separable <br />nature of land and water rights and the high value of water in this <br />urban area, it is essential that land and water negotiations be <br />conducted simultaneously, thereby avoiding inflated costs fOr water <br />rights at some later date. <br /> <br />The Board,in coordination with the Army Corps of Engineers and <br />the Nebraska Air National Guard,has collected data on the May 1973 <br />flood from Denver to the Colorado-Nebraska state line. Reports on <br />the May flood will be developed by the Board and Corps. Information <br />for the reports was gathered by Board and Corps high water survey <br />teams and aerial coverage was obtained by the Board. The Corps will <br />later issue a hydrological analysis of a lOO-year flood for Denver <br />to the Nebraska border. <br /> <br />The Board, in coordination with the Corps, is assisting on <br />Boulder Creek channel improvements through the city of Boulder. <br />Soft channel negotiations are under way on various alternatives for <br />flood water conveyance. In addition, the Board is ~unding the <br />Denver area's Urban Drainage and Flood Control District for a <br />Project Plan and construction of the South Boulder Creek and Little <br />Dry Creek improvement projects. The projects are expected to <br />commence in F. Y. 1974. <br /> <br />13 <br />
