<br />,..'- <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />II <br />I <br /> <br />I <br /> <br />I <br /> <br />.' <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />. <br /> <br />'. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />C~1761 <br /> <br />- 18 - <br /> <br />EFFECTS OF WORKS OF IMPROVEMENT <br /> <br />The three floodwater-retarding structures will provide a high <br />level of protection to the lands and improvements in the area subject <br />to damage, The floodwater runoff resulting from the 100-year frequency <br />storm over the area above the structures will be contained in the <br />reservoirs, During such a storm, the principal spillway discharges <br />from the structures plus the routed 100-year frequency peak inflows <br />from the unreservoired area will not exceed the flood channel <br />capacities through the damage area in and adjacent to the Town of <br />Limon. <br /> <br />All floodwater and sediment damages resulting from overbank <br />flow will be eliminated for storms up to and including the 100-year <br />frequency storm. Damages fram flood events of greater magnitude <br />than the project design flood will be materially reduced, <br /> <br />The land use in the overflow area shows the following percentages <br />of use: municipal, commercial and residential, 35; agricultural, 60; <br />and miscellaneous, 5, <br /> <br />The overflow area subject to flooding from the project design <br />flood is estimated to be 403 acres and this will be reduced to <br />within channel flows with the project installed, Urban property <br />benefited includes 148 residences, 36 corrmercial buildings, and <br />35 municipal items which include three of the six public school <br />buildings and two churches, <br /> <br />There will be some temporary minor accumulations of floodwater <br />in the floodplain area in the lower part of town on portions of <br />several blocks. This is caused by runoff fram the city buildings <br />and streets for which town storm sewers and street gutters do not <br />have adequate capacity to entirely remove peak flows (Figure I - <br />Damage Map). Sediment and debris removal will be the principal <br />damage to seven lawns, one tourist court, one gasoline bulk plant, <br />and to about three city blocks of streets. <br /> <br />The present proposed location of Interstate Highway 70 crosses <br />the watershed along the north corporate limits of Limon. If the <br />proposed watershed project is approved for construction and final <br />designs are made prior to those for this section of Interstate <br />Highway 70, a definite saving can be made in the construction of <br />Highway culverts, <br />
